Why We Carry: Man Kills Wife, Stepdaughter In DSS Parking Lot Before Taking Own Life

A domestic violence case in Kannapolis, NC, took a deadly turn when a man fatally shot his wife and stepdaughter in a DSS parking lot before taking his own life. The suspect had been previously charged with domestic assault and was under a protective order. Police are investigating how he obtained the firearm used in the shooting.

KANNAPOLIS, NC (3-minute read) — A tragic domestic violence incident unfolded in Kannapolis, North Carolina, when a man shot and killed his wife and stepdaughter in the parking lot of the Cabarrus County Department of Social Services (DSS) on Wednesday morning. The suspect, identified as 51-year-old Rafael Lopez of Harrisburg, later died by suicide after a police chase.

Authorities received a 911 call around 8:30 a.m. regarding gunfire in the DSS parking lot. An on-duty Cabarrus County sheriff’s deputy stationed at the location heard the shots and witnessed Lopez drive away, prompting a pursuit. Responding officers arrived to find Maria Julian-Pichardo, 45, and her 19-year-old daughter, Yamilaine Sosa-Julian, fatally shot inside a gray SUV.

Lopez led law enforcement on a chase into Rowan County before stopping in Rockwell, where he shot himself. He was pronounced dead at the scene.

Domestic Violence History

Police say the violence stemmed from a domestic dispute reported on February 1. On that date, Lopez had allegedly attempted to smother Julian-Pichardo, pointed a gun at her, and threatened both her and her daughter. His stepdaughter managed to call 911, and upon arrival, officers found Lopez expressing suicidal thoughts.

As a result of the incident, firearms were removed from the home, and Lopez was charged with misdemeanor domestic assault. He was released on a $5,000 bond and, on February 14, was served with a temporary domestic protective order.

Julian-Pichardo and her daughter were at DSS on Wednesday morning to meet with a social worker regarding the domestic violence case when Lopez attacked.

Ongoing Investigation

Authorities are now investigating how Lopez obtained the firearm used in the shooting, given that his previous firearms had been confiscated. The tragedy underscores the dangers victims face even when protective orders are in place, and why it’s important to take steps to ensure your own safety.

No DSS employees were harmed during the attack.

Safety Tip: If you or someone you know is experiencing domestic violence, seek help immediately. Protective orders can provide legal protection, but it’s also crucial to develop a personal safety plan, including staying in a secure location, having emergency contacts ready, and having ways to defend yourself.
