U.S. President Donald Trump and Chinese President Xi Jinping left their Washington meetings last week with a list of eight “deliverables and understandings.”
The list covers trade, artificial intelligence and Iran, along with diplomatic and symbolic commitments. It is not eight separately signed treaties or completed deals.
A proposed military crisis agreement appears separately, and neither government has announced that it is in operation.
China’s published list identifies these eight outcomes:
- Strategic stability: The leaders agreed to pursue a relationship based on “respect, fairness and reciprocity.”
- Future summits: Each government pledged support for the other’s upcoming Asia-Pacific Economic Cooperation and G20 meetings, which both leaders intend to attend.
- Iran and waterways: They agreed Iran should not develop nuclear weapons and opposed any nation enforcing tolls on international waterways.
- World War II history: They recalled that the United States and China fought as allies.
- Trade: They endorsed further trade talks, a $30 billion reciprocal tariff arrangement and an extension of earlier trade understandings.
- Counternarcotics: They recognized recent cooperation on cases involving drug precursors and other substances.
- Artificial intelligence: They agreed to a November dialogue and a channel for reporting AI incidents.
- Pandas: The United States welcomed two pandas leased to Zoo Atlanta.
Trade Progress with a Defense Supply Gap
The White House says the proposed tariff treatment covers $30 billion in “non-sensitive” goods in each direction.
Its examples include U.S. agricultural products, seafood and medical devices, and Chinese-made toys and small appliances. China also committed to import at least 10 million metric tons of U.S. coal in both 2027 and 2028.
The governments activated trade and investment boards first announced in May. They have not published a tariff schedule or effective dates.
The White House says talks will continue over shortages of rare earths and other critical minerals, but it announced no guaranteed shipment volumes, licensing deadlines or access for military manufacturers. Its May summit statement had already promised to address those shortages.
The Pentagon is investing in U.S. rare-earth processing and magnet production because it does not want weapons manufacturers dependent on China for materials they cannot readily obtain elsewhere.
Those American facilities cannot replace Chinese supply overnight, so continued imports may help manufacturers meet immediate needs. That is a temporary measure, not a solution to the vulnerability as China could again restrict exports.
The Military Proposal Is Separate from the Eight
After its eight-item list, China’s Foreign Ministry said the militaries agreed to conclude a memorandum of understanding on crisis communication and prevention “as soon as possible.” The White House did not announce a completed memorandum.
China also said the militaries would continue their decades-old work to recover Americans missing from past wars. A U.S. team excavated a World War II aircraft crash site in China in 2024, leading to the identification of its pilot the following year.
Past efforts show the value and limits of such contact. The countries restored military dialogue in 2023 after China suspended channels following Democratic Rep. Nancy Pelosi’s visit to Taiwan in 2022.
The AI incident channel could let Washington and Beijing compare information after a suspected AI-driven cyberattack or a false warning, before either side mistakes the event for a deliberate attack. Neither government has said which incidents would qualify or how the channel would operate.
The leaders’ statements on Iran and tolls at international waterways likewise include no enforcement mechanism—and similar language appeared after their May meeting.
Trump proposed trilateral arms control talks with China and Russia, but no negotiations or limits were announced. These are openings for further talks, with their defense effects still to be demonstrated.
Taiwan Remains a Central Test
Neither summit account records a change to U.S. arms sales to Taiwan.
The Taiwan Relations Act provides for arms and services needed for Taiwan’s self-defense and calls for maintaining U.S. capacity to resist coercion.
Beijing opposes the sales and claims the self-governed island. An agreement on consumer-goods tariffs does not alter those positions.
The November AI meeting and China’s coal purchase pledge provide benchmarks for follow-through. The more consequential defense questions remain open.
Neither government has specified how much rare-earth material China will ship, or what the proposed military crisis memorandum would require.
