Armed Austin Man Fatally Shoots Knife-Wielding Attacker in Self-Defense Outside Restaurant

AUSTIN, TX — On Wednesday, July 24, 2024, an attempted robbery outside a local restaurant in North Austin led to a fatal shooting. The incident occurred at approximately 10:30 p.m. at the Taste of Home Handmade Dumpling Restaurant, located at 10901 N Lamar Boulevard.

Hao Li, 51, a Mandarin-speaking man, had just exited the restaurant when he encountered 57-year-old Chup Prum, who was on a bicycle. According to the Austin Police Department (APD), Prum brandished a knife and approached Li in a threatening manner. In response, Li drew a firearm and shot Prum. Despite being injured, Prum fled the scene on his bicycle and returned to his home.

Prum was later transported to a hospital, where he succumbed to his injuries on July 28, 2024. The APD immediately launched an investigation, with Robbery Detectives and Crime Scene Specialists working to gather evidence and interview witnesses.

After reviewing the facts of the case, the Travis County District Attorney’s office decided on August 5, 2024, that no charges would be filed against Li. The shooting is being treated as a case of self-defense under Texas law, where individuals have the right to protect themselves if they are threatened with deadly force.

This incident marks Austin’s 37th homicide of the year. The APD continues to encourage anyone with additional information to come forward, offering a potential reward of up to $1,000 for tips leading to an arrest through the Capital Area Crime Stoppers Program.

This case highlights the importance of being aware of your surroundings and the potential need to defend oneself when confronted with a lethal threat. Texas law permits the use of force, including deadly force, when an individual reasonably believes it is necessary to prevent serious bodily injury or death.
