South Dakota Senate Advances Bill Allowing Concealed Carry On College Campuses

A South Dakota bill that would allow students to carry concealed firearms on public college campuses has advanced in the state legislature. The revised proposal, which received overwhelming Senate support, now requires students to obtain an enhanced concealed carry permit, undergo firearm safety training, and follow specific storage and campus location restrictions.

PIERRE, SD (2-minute read) — A bill that would permit students to carry concealed firearms on South Dakota’s public college campuses is moving forward after receiving a 33-2 vote in the state Senate. The proposal, known as Senate Bill 100, originally had fewer restrictions but was revised to include additional safety measures before gaining the support of the state’s Board of Regents.

Currently, firearms are prohibited on public higher education campuses in South Dakota. However, under the amended bill, students who wish to carry a concealed firearm must first obtain an enhanced concealed carry permit. This permit requires completing firearm safety training and passing an FBI background check.

The bill also includes measures to address safety concerns. Students who carry firearms on campus must securely lock them up when not in use, and firearms will be prohibited in areas with volatile chemicals and sensitive research spaces. However, the legislation does not explicitly address whether open carry would be allowed.

Supporters argue that allowing concealed carry on campuses gives responsible students the ability to protect themselves, particularly in light of increasing concerns over mass shootings and personal safety. Opponents, however, worry that the presence of firearms could escalate conflicts and create new safety risks.

The bill will now move to the South Dakota House of Representatives for further debate. If passed, South Dakota would join several other states that permit campus concealed carry under specific regulations.
